Le Mode S poursuit son extension en Allemagne
La DFS continue de soulager les problèmes de saturation dans l'attribution des codes transpondeurs. C'est du moins ce qu'elle affirme en poursuivant le déploiement du mode S exclusif avec l'attribution de l'A1000 à de nouvelles city-pairs. Après EDFF-EDMM c'est au tour de EDFF-EDLL, EDLL-EDMM ainsi que EDFF-EHAM et EDLL-EHAM.

L'Allemagne abandonne tout projet de privatisation de la DFS
Selon l'agence Reuters, l'Allemagne devrait complètement abandonner toute idée de privatisation de son prestataire des services du contrôle aérien DFS. La source confirme un reportage de la semaine dernière paru dans le magazine Der Spiegel selon lequel le gouvernement Merkel devrait officiellement annoncer cet abandon la semaine prochaine.
Le projet avait déjà été bloqué par le président de la république allemande pour cause d'inconstitutionnalité en 2006 mais le gouvernement Merkel cherchait depuis un moyen de contourner l'obstacle, moyen qu'il n'a visiblement pas trouvé.
C'est une excellente nouvelle pour l'avenir du FABEC qui permettra d'aborder les négociations en vue de la signature du traité dans une atmosphère encore plus conforme à l'esprit de MOSAIC.

Le Datalink en test à EDYY et EDDU

data-link services implementing rule, the implementation of
ATN/VDL2 data link services across Europe by 2013/2015.
In 2009, site
acceptance testing has been carried out at Karlsruhe for DFS and is
under process at Maastricht for EUROCONTROL. This phase will be
followed by technical training on both sites and by operational
acceptance testing before summer 2009.
La DFS utilise le mode S sur les EDDF-EDDM
Since 2 March 2009, the Mode S has been used in operations at the DFS
control centres Munich and Langen for flights between Frankfurt and
Munich. Instead of the Mode 3/A code, aircraft are now assigned the
fixed conspicuity code A1000. In addition, the 7-digit aircraft
identification as entered manually by pilots appears on the radar
screen to correlate flight plan and aircraft.
Each aircraft is assigned a unique, fixed 24-bit address that is used
for tracking targets. Installing Mode S significantly reduces the radio
frequency congestion because the continuous “all call” interrogations
by radar and the replies by all Mode 3/A transponders are no longer
necessary. Instead, Mode S data can be requested and displayed via a
selective “roll call”. This greatly increases the detection accuracy
and eliminates garbling.

On 1 February 2009, DFS put an electronic position log system into
operation for air traffic controllers in the Karlsruhe control centre.
This new system has been successfully installed in all four German
control centres of DFS.
The position log system (PoLo) records the times that air traffic
controllers are responsible for working at a certain working position.
It replaces the previous paper-based logging of working positions.
Throughout Germany, some 1,750 employees in the control centres of
Munich, Bremen, Langen, and Karlsruhe are now working with the new
system. Not only is it possible to record the staffing of working
positions more precisely, but also more easily. It facilitates a secure
audit trail.
“By using their company identity cards, air traffic controllers allow
the system to document when they assume responsibility for a certain
airspace”, says Frank Brenner, Director Centre of DFS. Before employees
start working, the PoLo system checks whether they have the necessary
qualifications. Another feature of the system is that it facilitates
the merging and division of airspaces directly at the working position.
The PoLo system is composed of a central control computer and recording
equipment integrated in the controller working positions. Engineers at
DFS developed this special system software.
