At the 12th meeting of its 177th Session on 14 March 2006, the International Civil Aviation Organization (ICAO) adopted Amendment 44 to Annex 11, Air Traffic Services.

Amendment 44 results from the 35th Session of the ICAO Assembly and the 11th Air Navigation Conference after a review of safety recommendations subsequent to the midair collision near Ueberlingen, Germany on 1 July 2002.

This amendment recommends that “air traffic control units be equipped with devices that record background communication and the aural environment at air traffic controller work stations, which may offer additional information to the accident investigation authority.”

The amendment is due to become effective, on 23 November 2006.
